Purpose of the Job

The Amal East and West have combined some 160 mln m3 (1 billion barrels) of remaining STOIIP. The Amal Steam opportunity is to develop these volumes by a steam development with first steam in 2012. Both fields contain heavy oil and steam injection can increase the recovery factor ultimately to some 60%. Covering all project engineering required tasks from detail design through to full-scale operations.

The facility development concept is in line with the following:

  • A gathering and metering system for the Amal West initial cold production

  • Provision of 6000 t/d of steam injection and distribution capacity for East and West through Once Through Steam Generator (OSTG).

  • Water Treatment, gathering and Processing facilities for 4,000 m3/d oil production and 25,000 m3 gross production.

As the Lead Commissioning and Start-up Engineer, you will plan, monitor and co-ordinate the activities of the Commissioning and Start-up team. This will entail building the Commissioning plan, developing Commissioning procedures and populating the Completions System. You will be integral in the resourcing of the commissioning team and control of contract commissioning technician workforce. The role involves both creation of specific commissioning systems and field execution.

Dimensions

  • Member of the Amal Steam Project Commissioning and Start-up Team Leadership along with: Lead OR&A Engineer, Steam Specialist, Maintenance and Integrity Engineer. The position will be initially Muscat based Saturday to Wednesday, early 2011 the job will transition to the field on rotation (rotation to be decided).

  • Manage the Commissioning Team: when at full strength, this will constitute 7 Direct Reports and an admin / technician workforce of up to 26 all with back to back positions.

  • The Amal steam Project is both Brown and Greenfield. The commissioning plan is such that assets will be commissioned in a phased manner over a 6 month period prior to the production of “hot-oil” in 2012. As such commissioning input is required both in detailed design and construction planning. The lead commissioning & start-up engineer will be involved from the start of detailed design.

Experience/Qualific ations/Competenc ies Needed

  • Experienced Maintenance Professional with BSc/HND or Equivalent in an Engineering Discipline

  • A minimum of 10 years experience in Maintenance / Project / Facilities / Construction Engineering. Will have held both a project Maintenance delivery role and implementation of Technical / Asset Integrity into a Project.

  • Good inter-personal, communications, influencing and presentation skills are essential.

  • Team player. Excellent inter-personal and leadership skills with good communications skills (i.e. report writing and presentations) are essential. Working under pressure in challenging environment.

  • Ability to successfully manage relationships with key stakeholders.

  • Capable of rigorously implementing and enforcing global standards, procedures and Maintenance work processes. Key Competencies required are outlined below.

Principal Accountabilities

The Senior Maintenance and Integrity Engineer is responsible for co-ordinating all activities to ensure that the project meets its obligations to PDO to start-up first time on time and on budget with an admiral HSE record, and to interface with the project management team to ensure that all areas of the project contribute to these goals. Principal responsibilities/ accountabilities of the Maintenance and Integrity Team are:

  • To ensure that and all persons within the Amal Maintenance and Integrity team fully comply with all PDO & Project HSE requirements. Achieve Project Target of Zero LTI.

  • Promote safety and environmental awareness through inductions, training, inspection and promotions.

  • Manage the delivery of the Safety critical element identification.

  • Manage the timely delivery of Safety Critical Performance Standards

  • Manage the Maintenance Build Contract

  • Delivery of Designated FPD (Flawless Project Delivery) aspects as directed

  • Manage the delivery of ESPIRS and SAP coding so as to have run and maintain spares on shelf with Min Max set for start of Commissioning.

  • Play integral role in the development of handover procedures to OSO Operations Organization

  • Deliver a robust preservation system for all early fields delivered equipment by influencing purchase orders and field execution of preservation.

  • Create Maintenance Strategies for unique Steam equipment and agree with OSO6 application.

  • Oversee the delivery of support contracts for all equipment, ensuring that specialist equipment such as steam generators are covered for start-up, again with OSO6 involvement. Ensure the contracts are in place in time for start-up.

  • Assist in investigation all incidents/accidents and near misses and present reports accordingly.

  • Assure implementation of the Competence Program, Vendor Training Plan, HSE Plan, and HSE Management System.

  • Develop Maintenance Field staff Mobilization Plan and staff model, work with OSO2 for timely delivery Mob plan.

  • Own the OR&A Maintenance Plan section and provide monthly updates.

  • Develop the detailed equipment handover plan (RFO) plan

  • Influence and advise on the coast capability to enable smooth support of Amal Steam Operations by coast Maintenance support staff.

  • Help Develop Document handover package in conjunction with Lead Commissioning Eng.

  • Ensure Asset Register and Task lists entered into SAP for start of commissioning.

  • Develop phasing of Maintenance schedules and load leveling.

  • Participate in After Action Review so as to capture future project learning’s.

  • Ensure Maintenance Integrity team have an ingrained Safety culture by implementing the STOP system for all staff and contractors during field operations.

  • Develop Maintenance Movables Lists and ensure timely ordering.

  • Ensure all Steady state contracts are in place for Start-up

  • Develop Special tools register and SAP / Site storage requirements.

  • Encourage a sustainable development culture through education on conservation of energy; reduce greenhouse gas (GHG) emissions etc. and long term affects to the local communities

Development opportunities

The development opportunities include working in a multi cultural and multi disciplinary environment, exposure to a large international Contractor, manufacturers, experienced consultants from Shell and other organisations. Exposure to EOR (Enhanced Oil Recovery) techniques such as Steam Injection are very much seen as PDO future core business.
