Technical Advisor/Warranty Inspector

POSITION SUMMARY
The Technical Advisor/Warranty Inspector will be responsible for technical review and onsite inspections for new home construction and managing warranty claims by receiving, reviewing and discussing claim information with builders, homeowners and trades. The candidate will assist the Chief Operating Officer in all other aspects where residential construction advice is required. Candidate must have own vehicle. The position is full-time with group benefits and a car allowance.
JOB DESCRIPTION
Inspect homes at various stages of construction.
Review warranty claims submitted by homeowners. Discuss alleged defects with both parties – builder and homeowner – to mediate a solution to the claim under the terms of warranty. Respond to emails, letters, and phone calls via written and verbal response.
Investigate warranty claims by homeowners by reviewing defects on site. Inspect claim repairs done by builder members. (May require research of the Building Code and reviewing site plans, engineer reports, 3rd party inspection reports, etc.). Take pictures of defects and provide a written report.
Attend Conciliations as a Program representative.
Manage warranty repairs done by the Program. Appropriate trades must be hired; quotes obtained; repairs organized and scheduled; repairs inspected.
Assist in reviewing new builder member applications: inspect new construction and review aspects of the application to ensure builder competency.
Oversee the Mandatory Inspection Requirement for new builders; receive and review municipal inspection reports; inspect homes as required. (New builder members have a Mandatory Inspection Requirement. When new applicants cannot provide inspection reports from the municipality, the Program will inspect the homes at foundation, framing, and final.)
Assist the Program’s Technical Committee in reviewing Major Structural Defect claims.
Review and maintain current the Program’s Construction Standards and Homeowner Maintenance Manual; assist the Technical Committee with revisions. This may require research on Building Codes, construction/manufacturers’ standards, common practice, etc.
Discuss building standards and construction techniques with builders; develop builder bulletins/memos concerning re-occurring defects. Stay up to do date on Building Code changes/amendments and send out reminders to builders.
Assist in reviewing and revising Program documents; policies and procedures.
Deliver educational/informational/training seminars to builders.
Other duties as assigned.
QUALIFICATIONS
College diploma or certification or combination of relevant training courses in related fields in the residential construction industry.
Minimum 5 years experience in the residential construction industry as a contractor, building inspector, project manager, or other related field, or combination thereof.
Capable of reading engineered plans; knowledge of the Manitoba Building Code
Basic knowledge of new home construction including foundation detail, below slab drainage, framing, building envelope, plumbing, electrical, and mechanical equipment and distribution systems (HRV; furnace – knowledge of geo-thermal an asset)
Must be professional, courteous, and have excellent verbal and written communication skills
Computer skills required: effectively uses Word, Excel, Outlook and the Internet.
Must be good at solving problems, conducting research, and delivering information in a concise, professional manner.
Conflict and dispute resolution skills.
